The changes proposed for the FCC's Over-the-Air Reception Device Rule (OTARD) would allow wireless companies to install their microwave and millimeter wave radiation antennas on private homes and apartment buildings with permission of the owner or tenant, circumventing the ability of local authorities to exert any control of those antennas in communities across the nation. The FCC's FCC 19-71 proposal would expand the OTARD definition to allow powerful hub and relay-antennas for satellites and other public use wireless systems to be sited on private property, exempting them from local control. These changes would facilitate the upcoming 5G satellite systems, including the Starlink system. 81. Corporate
